On May 26, 2023, Colorado Deputy Secretary of State Christopher P. Beall signed a letter on Department of State letterhead, 1700 Broadway, Suite 550, Denver. The addressee line is: “Mr. Nick Ikonomakis, Vice President, Engineering.” The subject line is “Certification of DVS Democracy Suite 5.17.” The letter is posted as a PDF by the Colorado Secretary of State.
Beall wrote that, in response to an Application for Modification of a Voting System dated February 14, 2023, and in accordance with Colorado Revised Statutes § 1-5-608.5 and § 1-5-608.5(3.5), he certified Dominion Voting Systems’ Democracy Suite 5.17 for use in the State of Colorado. County clerks and recorders could then separately apply for authorization to acquire, install, and use that system. The letter states that his office examined the application and technical data package; that Pro V&V, a federally accredited voting-system testing laboratory, tested the system under a test plan approved March 30, 2023; and that the office reviewed a Colorado requirements matrix and a Pro V&V test report dated May 22, 2023. Beall concluded that Democracy Suite 5.17 “substantially complies” with the 2002 FEC Voting System Standards and listed Colorado statutes and Election Rule 21, including Rule 21.11.
The letter reserves the office’s right to promulgate or amend conditions of use. It is a state certification addressed to a vendor officer. It is not a finding about the 2020 presidential election. It does not charge Ikonomakis with a crime. It does not say he flipped votes. Secretary of State Jena M. Griswold’s name appears on the letterhead; the signature is Beall’s. Those are the names on the paper.
